Faculty Colloquium
The members of the full-time faculty meet weekly in a colloquium format to discuss concepts, theories and experiences involved in carrying out the role of Faculty Facilitator and implementation of the College’s curricula. Faculty research, scholarship and topical issues are also discussed.

Staff Colloquium

Senior level administrators meet in a colloquium periodically to discuss work-related issues. The purpose of these colloquia is to enhance cooperation through understanding of individual and collective authority and responsibility in the ongoing development and use of collaborative management systems that facilitate successful interdependent administrative operations.

Student Colloquia



This colloquium takes place every term, and brings together all the students enrolled at each learning center to meet with the President, faculty, senior administrators and department directors. The primary objective is community building.

Everyone is expected to participate and communicate their goals and concerns regarding how the College is working. This colloquium is an opportunity for constructive criticism and for recommending ways to ameliorate existing issues.

Governance and Academic Administration
Planning and decision-making at Boricua College are a comprehensive process that requires the participation of all segments of the College’s community including the Board of Trustees, Faculty, Administration, and Students.

Board of Trustees
The Board of Trustees has legal responsibility for ensuring that the College fulfills its mission and goals through careful planning and operations. The authority, functions and responsibilities are defined in the College’s by-laws. The Board appoints a President, who is also a member of the Board, to implement its policies and direct the operations. The Board strives to conserve, develop and enhance the institution’s resources and above all else guarantee the integrity and legitimacy of the institution.

The President
As the Chief Executive Officer, the President has the authority and responsibility to plan and implement the academic programs and daily operations of the College. All operational policy decisions regarding curriculum, personnel and budgets require the approval of the President whose tasks include:

  • To organize and maintain the operational structure of the College in support of the mission;
  • To provide leadership in setting priorities, in the development, maintenance and long-range planning of educational programs and administrative activities;
  • To participate as a member of the Board of Trustees;
  • To represent the College in the public arena and serve as the key figure in fund- raising.

Executive Council
The College’s central administration is carried out by the President’s Executive Council composed of the Vice Presidents, Deans and Department Chairpersons. The Executive Council receives input from: the Academic Senate, Academic Management and Administration teams, Faculty, Staff, Student Colloquia, as well as the Student Council. It also receives comprehensive input from the Information and Technology system.

ACADEMIC ADMINISTRATION

Information Technology (IT)
The IT system is headed by a Vice President. Its function is to provide a variety of organized information to the President and the various administrative and academic departments. The information is managed via a software platform named CAMS specially designed for college and universities. The IT division also provides technical support to computer labs and all other technological equipment in the College.

Academic Senate
All faculty with academic ranks who have been at the College five or more years, are members of the Academic Senate, and advise the President on academic policy.

Academic Management Team
The Academic Management Team is chaired by the Vice Presidents and Deans, and includes Chairpersons of the Academic Departments, the Director of Admissions and the Librarian. The Academic Management Team meets bi-weekly and is responsible for managing the daily operations of the instructional programs.

Administrative Management Team
The Administrative Management Team is chaired by the President and includes the Vice Presidents and all Directors of administrative departments. It meets periodically and is responsible for the implementation of the College’s administrative and financial policies and operations.

Student Council
The Student Council is composed of elected officers from each Colloquium. Every year, students elect two (2) Student Council presidents one from each of the College’s two (2) campuses. The elected Council Presidents and officers meet regularly with a senior academic administrator. A member of the Vice President’s staff has permanent responsibility for monitoring elections, and acts as liaison to the Student Council.

Special Policies
Discrimination Against the Handicapped (Disabled)

Boricua College takes seriously its obligation under Section 504 of the Rehabilitation Act of 1973 not to discriminate against qualified handicapped individuals in its federally assisted programs or activities. The College recognizes responsibility under Section 504 to ensure that handicapped students, who meet the academic and technical standards requisite for admission to, or participation in, its programs are not excluded from such participation or otherwise discriminated against because of the absence of educational auxiliary aids which are necessary to provide the handicapped student an equal opportunity to obtain an education.

Boricua believes that its responsibility to ensure the availability of necessary auxiliary aids ordinarily can be met by assisting handicapped students obtain such aids from governmental units, such as the state vocational rehabilitation agencies, or from private charitable organizations. Accordingly, handicapped students will be expected to exercise reasonable self-help in obtaining and maintaining funding from outside sources for required aids.

In the event a handicapped student has been turned down by outside agencies for aid, the College will take whatever actions necessary to fulfill its obligation to ensure that the student is not denied the right to participate due to the absence of educational auxiliary aids.

To ensure availability of necessary aids at the start of a semester, a handicapped student who believes he or she will need an auxiliary aid, in order to participate in a course or courses offered by Boricua College, must notify the Vice President and Academic Dean and/or the Chairperson of his or her department. Such notice is required in order to give the student and the College a reasonable amount of time to evaluate the request, identify sources for purchasing, leasing or hiring any necessary aid, and, if necessary, obtain funding for required aids from appropriate governmental or charitable agencies.

Sexual Discrimination in the Form of Sexual Harassment
Boricua College reaffirms the principle that students, faculty and staff have a right to be free from sexual discrimination and/or sexual harassment by any member of the College community.

Sexual harassment is defined as an attempt to coerce a person into a sexual relationship, to subject a person to unwanted sexual attention, to punish a refusal to comply with unwanted sexual advances, and/or to create a sexually intimidating, hostile, or offensive work or educational environment.

Sexual harassment is understood to include a wide range of behaviors, from the actual coercing of sexual relations to the unwelcome emphasizing of sexual identity. This definition will be interpreted and applied consistent with accepted standards of mature behavior, academic freedom, and freedom of expression.

The office of the Vice President and Academic Deans, Department Chairpersons as well as the Department of Human Resources and Personnel have institutional responsibility for monitoring compliance with Title VII and IX of the Civil Rights Act of 1964.

A student or an employee who feels aggrieved is urged to immediately address the matter with his/her Department Chairperson. The Department Chairperson is required to investigate the grievance and provide the aggrieved with a response or decision within a reasonable period of time. This investigation may consist of, but is not limited to, gathering information from other students involved, reviewing company policy, and any other action necessary to become familiar with the situation.

If the aggrieved individual is unsatisfied with the response/decision from the Department Chairperson, he or she is encouraged to address the grievance both orally and in writing with the Vice President and Academic Dean. This next level of supervision will also have a reasonable period of time to investigate the issue and respond to the aggrieved in writing.

Any individual who feels that a sexual harassment complaint did not receive prompt and equitable response should contact the Director of Human Resources. It is the College’s policy to respond to any reasonable complaint and take the necessary actions to settle the issue.

There will be no adverse action taken against any individual making a complaint regardless of the investigation’s outcome.

In compliance with the New York State Law (Chapter 739 of the Laws of 1990), Boricua will provide, sexual assault prevention information on a regular basis. The College also has a Campus Security Advisory Committee comprised of: administrators, students, faculty and community members.

A Drug Free Campus
The United States Department of Education (DOE) has issued regulations implementing provisions of the Drug-Free School and Communities Act Amendments signed into law by the President on December 12, 1989.

As mandated by these regulations, Boricua College is required to annually distribute to students, faculty, and staff information pertaining to:

  • A description of the applicable laws;
  • A description of the health risks;
  • A description of treatment and rehabilitation programs;
  • A statement of the disciplinary sanctions on students and employees.

Boricua College, concerned about the well-being of its students and employees, recognizes that the abuse of illicit drugs and alcohol is hazardous to the physical and mental health of human beings and a threat to the safety and welfare of the College and the community as a whole. It is the College’s policy that the unlawful manufacture, possession, use, or distribution of illicit drugs, alcohol or other controlled substances on the College premises is strictly prohibited.
